(GUYS HELP)Why don't guys at my say much to me? I always have to talk to them?

I am 16 almost 17 in high school. I am 5'2" 100 lbs, black, I dress covered up (but not like a nun),I have curves (if you know what I mean). I makes A's, I love art, writing, cartoons, and video games. I am nice to people (so nice that I people take advantage of my kindness) , I am outgoing, but I don't talk 24/7. I have noticed 3 guys who look at me and smile, but they never say anything. I always have to approach guys myself. When I do create conversations with guys, some (not all) say things like "Oh, I'd never would've guessed you like metal/rock and roll." and they seem interested in what I am saying. But guys never even say anything else unless I say something. Even my best guy friend is like this. He always seems happy to speak and excited, but I always initiate the conversation. Whenever he comes back to visit my school (he graduated last yr) he just stared at me with his eyes all big. He doesn't even wave or say hi unless I do first. He is an extremely outgoing, confident, and nice guy. Guys my age only talk to the loud, rude girls. Guys never seem to want to talk to me or flirt, except guys 25+. Do you guys have any idea why? Mature answers please.
