I have a 99 Chevrolet Suburban 1500 SE and the starter does not seem to engage to turn the motor.?

The starter is a replacement. While installing the new starter, a bolt went missing. There is a gap between the starter and the flywheel, would this preclude the starter from engaging and turning the motor?
